Since many people are getting confused as to how to actually put DLC in an Xbox formatted USB Pen drive, I am putting up a step-by-step guide here...
1. Take a pen drive and format it in your Xbox 360.
2. Connect that pen drive to a USB port on your PC.
3. Create a folder named "Content" on your PC HDD and then inside it, create a folder named "0000000000000000" (16 zeroes), and then put the DLC folderinside this folder. So you'll have "x:Content\0000000000000000\" and put the DLC folder inside this folder. For example, if you wanna put DLC for Left4Dead 2, then the DLC folder structure you'll get it this...
"x:\Content\0000000000000000\454108D4\00000002 "
With the "00000002" folder being the DLC folder with DLC file inside and the "454108D4" being the game folder.
4. Download USB Xplorer from this link...

5. Extract and run USBXTAFGUI.exe.
6. In USBXTAFGUI, click "File" => "Open Device" and it'll load any Xbox formatted USB pen drive connected to your PC. Once it's done, click the "InjectFolder" button and select the "Content" folder on your HDD and click "Ok".
7. WAIT for however long it takes. Even if you think it's stuck, IT'S NOT. Let it do its job. You'll regain access to the software once it's done. Close USBXTAFGUI, and safely remove the pen drive.
8. Plug it into your Xbox 360, and the DLC should now show up in memory.
Once it shows up in your USB, you can either leave it there and it should get detected by your game or transfer it into your internal HDD if you so desire.
